At some point after Halsin's defend the portal quest did you map travel back to an Act 1 location? There's some weird bugged condition where Halsin supposedly leaves the camp if you do that. UPDATE: Yep, all I did was not talk to Halsin after killing the goblin leaders, went to the Grove, talked to Zevlor, went down to talk to Halsin, got the reward from Hath, did the party and all that and boom, quest completed. I take so much time to go down to that prison - make sure, the owlbear cub comes to my camp, free Volo, talk to Abdirak, jam with some gobbos in the courtyard (there are some musicians among them and it sounds great).
